Dependent upon sufficient gifts, grants, and donations received by the Colorado school of public health (school) and the department of health care policy and financing, the act requires the school to: Analyze draft model legislation for implementing a single-payer, nonprofit, publicly financed, and privately delivered universal health-care payment system for Colorado that directly compensates providers (analysis);and Submit a report detailing its findings to the health and human services committees of the house of representatives and the senate by December 31, 2026. The act also creates the statewide health-care analysis collaborative (collaborative) for the purpose of advising the school during the analysis.
